If you turn on the V-Sync your FPS will be same as the monitor refresh rate becouse it synchronizes every frame with a monitor refresh rate that means 1 Frame in game lasts exactly 1/60 of second.

Assassin's Creed 2 PC needs a fix for the shadows Ubisoft should think about making a small update to Assassin's Creed 2 on PC in regards to the shadow draw distance. For this game I would say turn on the V-Sync there will be no screen tearing and input leg is not that noticable... So there will be no screen tearing but it couses input lag.
